San Jacinto Marketplace: The Transformation of Baytown’s Retail Heart
For nearly a decade, the site of the former San Jacinto Mall has been a symbol of potential and patience for Baytown residents. Today, that potential is finally manifesting into steel and stone. Following years of complex land acquisitions and planning hurdles, Fidelis Realty Partners is making rapid progress on the San Jacinto Marketplace, a 105-acre premier mixed-use destination that is set to redefine the region’s shopping and dining landscape.

Here is the latest update on the status of this transformative project.
Construction Progress: Going Vertical
After breaking ground on major sitework in late 2024, the project has reached its most exciting milestone yet: vertical construction.
Now Rising: Massive concrete walls are currently being erected for several of the development's major anchor tenants. Notably, Dick’s Sporting Goods and Sam’s Club are showing significant vertical progress.
Infrastructure Ready: Substantial underground work is complete, including over 10 miles of utilities and 1.4 million square feet of concrete paving. New public thoroughfares, such as Lone Star Avenue and Independence Boulevard, are nearing completion to ensure smooth access once doors open.
Signage: Residents can expect to see large-scale monument signage appearing along the I-10 feeder and Garth Road by late summer.

Fidelis has secured a high-profile roster of national retailers and popular dining spots. While negotiations continue for several more parcels, the following brands are confirmed:

The "Pelican Green" Experience
The centerpiece of the Marketplace is Pelican Green, a lush, walkable open space designed to be Baytown’s "living room."
Features: This area will include patio-style restaurants, water fountains, a kids’ zone, and shaded community gathering spaces.
Timeline: Construction on Pelican Green is slated to begin in mid-2026, with an expected completion in the second quarter of 2027.
The Timeline: When Can You Shop?
The development is being executed in phases to bring stores to the community as quickly as possible:
Christmas 2026: This is the big target. Many of the major anchor stores are aiming to be open and fully merchandised in time for the 2026 holiday shopping season.
Late 2026/Early 2027: The first phase of retail and restaurants is expected to be fully operational by December 2026.
Phase 2 & Beyond: Future phases will introduce the residential and hospitality components, including one or two three-story apartment complexes and a hotel.
Supporting Infrastructure
The City of Baytown is working in tandem with the development by continuing the Garth Road widening project. While this may cause temporary delays near the I-10 intersection, the improvements are critical to handling the 100,000+ vehicles expected to visit the Marketplace daily.
Why It Matters
For Baytown, the San Jacinto Marketplace is more than just a shopping center; it is a $16.2 million public-private partnership intended to keep tax dollars local and provide a high-quality "live-work-play" environment. As CEO Alan Hassenflu of Fidelis noted, the new center is expected to generate significantly higher sales than the original mall did in its prime, marking a new era of economic prosperity for the city.

The City of Baytown and Lee College are moving forward with a strategic land exchange following a recent approval by the Lee College Board of Regents. The agreement involves swapping property at 909 Decker Drive and 2 Price Street for city-owned land adjacent to the college’s main campus at 900 West Texas Avenue.
This "land swap" is designed to consolidate property ownership for both entities, allowing for more cohesive long-term planning along the Market Street and Texas Avenue corridors. City Manager Jason Reynolds and Mayor Charles Johnson noted that the move simplifies future infrastructure projects and supports key initiatives like EMBEC. For Lee College, the exchange creates a more unified campus footprint to better serve its students. The proposal will now head to the Baytown City Council for final consideration.
