Big Moves at City Hall: Development, Zoning & Job Growth in Baytown
Here’s a summary of the City of Baytown City Council Meeting Recap – February 12, 2026 (from the City of Baytown Newsroom):
📆 Meeting Overview
This recap highlights the main topics discussed and actions taken by the Baytown City Council on February 12, 2026.
🏛️ Work Session (January 22)
• Council heard from the 2025 General Obligation Bond Committee on bond planning and recommendations. Councilmembers praised the committee’s efforts; no formal action was taken.
🏨 Municipal Development District (MDD)
• The annual audit reports for the Hyatt Regency Baytown–Houston for FY2023 and FY2024 were presented, with a clean audit opinion noted.
📋 Regular Council Actions
• Payment in Lieu of Taxes (PILOT) Agreement – Approved with Morreale Properties, LLC to support development at Bay 10 Business Park.
• Zoning Change – Approximately 6.59 acres at I-10 & Hwy 146 rezoned to general commercial (no opposition).
• Traffic Control Modifications – Authorized additional stop control changes at multiple intersections.
• Enterprise Zone Nomination – Nominated JSW Steel (USA) Inc. for the Texas Enterprise Zone Program, potentially unlocking job and investment incentives.
• Mayor Pro Tem Discussion – Discussed but not acted on; to be revisited later.
